Volatility of Wholesale Electricity Prices: Challenges and Solutions

How are grid operators currently managing imbalances between production and consumption? At what cost? Can grid-balancing costs be reduced?

Are government policies intended to encourage investment in renewable energies contributing to wide price swings and negative prices? Can better policies be designed? Would it be preferable for subsidies to apply to capacity rather than production volume?

Price swings provide incentives to invest in storage and other balancing tools, such as expanding capacities of interconnections. Does this mean that the challenge of negative prices is temporary, until grid capacities and storage capacities expand?

Price differences between neighbouring pricing zones provide an incentive for improving interconnection capacity. Would the creation of smaller pricing zones or the introduction of nodal pricing help to identify needed investment?

Solar photovoltaic capture rates are declining, thereby reducing the incentive to invest. Does this suggest that there are upper limits to the penetration of solar power into existing grids?

Consumers without access to wholesale price swings or to negative prices are currently paying for subsidies that benefit those who have access, and are paying for higher grid balancing costs. Will this become a political problem as consumers complain?

If to balance the grid, homeowners’ personal solar installations are disconnected at times of peak insolation, will this be considered unfair by those who invested in the installations?

To what extent is there further potential for shifting electricity consumption patterns toward low-price periods, using smart meters and time-of-use tariffs?
